'Andare + participio passato' is a formal impersonal construction expressing obligation (must/should/needs to be done). It is equivalent to 'dovere essere + participio': Va fatto = Deve essere fatto (it must be done). The participle agrees with the subject noun. Common forms: va fatto, vanno fatti, va presentata, vanno rispettate. Negative: non va fatto (must not be done). This construction is very common in instructions, regulations, and formal writing.
