Formal Italian systematically prefers passive and impersonal constructions to avoid direct attribution: passive ('viene deliberato', 'è stato approvato'), impersonal si ('si comunica', 'si delibera', 'si dispone'), nominalization ('la deliberazione di' instead of 'deliberare'), and agentless sentences. These constructions create objectivity and institutional authority.
