Rule reminder
Habitual impersonal expressions: 'si tende a + infinitive' (there is a tendency to), 'si è soliti + infinitive' (it is customary to / one is accustomed to), 'si usa + infinitive' (it is customary / one uses to). 'Si è soliti' is formal and literary. 'Si tende a' can express both positive habits and unconscious tendencies. 'Si usa' is more colloquial and regional. In compound tenses: 'si tendeva a', 'si era soliti', 'si usava'. These differ from 'si fa' (one does) in that they specifically highlight habituality or tendency.
