Rule reminder
Formal Italian uses several fixed impersonal expressions: 'si rende noto che' (it is hereby made known that), 'si comunica che' (it is communicated that), 'risulta che' (it appears/results that), 'si evince che' (it emerges/can be inferred that), 'si constata che' (it is observed that), 'si prevede che' (it is expected that). These are typical of official documents, academic writing, and journalism.
